Sacramento County Public Works, Chip Seal over fabric on Excelsior Road
12 test sections approximately 1/3 mile each were installed with various chips WITH PAVING FABRIC in the
southbound lanes and the same chip seals in the northbound lanes WITHOUT PAVING FABRIC.
All sections were rated by the County to have Pavement Condition ratings of 53 (FAIR) in 1994.

Six rainy seasons later the sections were reevaluated.

ALL SECTIONS WITH FABRIC WERE RATED 83! Just 2 points below EXCELLENT
The sections WITHOUT fabric varied from 46 to 65 with an average of 53.
The minimal cost of paving fabric raised the PCI’s 30 points !

County of San Diego
(May 1997 asphalt contractor)
. In 1987 the County placed
their first chip seal over fabric. Lita Davis, resident engineer,
said this "performed very well in sealing and providing an
all-weather surface for the roadway. It also reduced the need
for crack sealing. Over 12 years and those roads have not
required any maintenance since the original application.
The 1999 project was almost 500,000 square yards".

  City of Sunnyvale
Dave Trott reports the City
has been doing Cape Seal
over fabric for over 15 years.
They are currently doing
over 1M square feet per year.
